Palm Beach Gardens, FL (November 5, 2025) — ExchangiFi today announced that Founder and President Matthew Bucklin has been selected to moderate the panel “ETF Legal & Share Class Structures: A Regulatory Crossroads” at the ETP Forum Fall 2025 event, taking place November 18, 2025 in New York City. The ETP Forum is one of the leading forums for exchange-traded product professionals, bringing together fund issuers, capital markets practitioners, legal experts, and industry executives to examine the trends shaping the ETF landscape.
The panel will examine the rapidly evolving legal and regulatory environment facing ETF issuers, with particular focus on the transition from mutual fund structures to ETF formats and the compliance challenges that come with it. Discussion topics will include the operational and strategic implications of multi-share class models, the SEC’s position on exemptive relief for dual share class structures, compliance requirements under the SEC Name Rule and tailored shareholder reports, and the use of Section 351 tax-deferred exchanges as a tool for seeding new ETFs. The panel will also draw comparisons between the U.S. and European markets on crypto ETPs and leveraged products.
Joining Bucklin on the panel are Michael Prendergast, SVP and ETF Senior Product Specialist at Ultimus Fund Solutions; Kip Meadows, Founder and CEO of Nottingham; and Peter Shea, Partner in the Investment Management Group at Seward & Kissel LLP.
“This panel brings together exactly the right people to address where the ETF industry is right now,” said Matthew Bucklin, Founder and President of ExchangiFi. “The regulatory questions around share class structures and ETF conversions are not theoretical. They are decisions that issuers are working through today, and the legal and compliance stakes are real. Section 351 sits right at the center of that conversation, and I am looking forward to a substantive discussion with practitioners who are on the front lines of these issues every day.”
The selection of Bucklin as moderator reflects ExchangiFi’s growing profile within the ETF industry as the company most focused on the mechanics and infrastructure of Section 351 exchanges. ExchangiFi operates the only dedicated platform connecting wealth managers with ETF issuers for tax-deferred exchanges under Section 351 of the Internal Revenue Code, and has attracted attention from issuers, advisors, and industry observers as the regulatory and market environment for ETF launches continues to develop.
“Being in the room with the legal, compliance, and operational experts who are actively advising on these structures is invaluable,” Bucklin added. “It reinforces what we hear from the market every day: there is a genuine need for platforms and infrastructure that make these transactions more manageable, and that need is only growing as more asset managers consider the ETF structure.”
The ETP Forum is produced by The Expert Series and draws senior professionals from across the exchange-traded products industry. The Fall 2025 event will be held at 501 Madison Avenue in New York City.
